How do you implement the OCIR service catalogue?

European banks must identify their critical service providers, IT systems, contracts and personnel to ensure operational continuity in resolution (OCIR).

Resolution planning – i.e. preparing for their own resolution in the event of a crisis – is a current challenge for credit institutions. Within the framework of „OCIR“ – short for „operational continuity in resolution“ – banks are to ensure that they can continue to provide critical functions in the event of resolution. A „service catalogue“ must show which of the bank’s services are required in the event of resolution and what dependencies these have with regards to IT systems, contracts and personnel.

Many banks initially make do with semi-manual spreadsheet based solutions, but quickly run into problems:

  • due to multiple dependencies, the representation is complex and error-prone
  • manual data preparation is time-consuming
  • an IT solution („MIS“) with search/reporting functionality is explicitly required by the regulators
